নিম্নলিখিত শর্ত সাপেক্ষে দরপত্র দাখিল করতে হবে:
১। এটা প্যাকেজ টেন্ডার হওয়ায় সকল সরবরাহকারীকে টেন্ডারে বর্ণিত শতভাগ লাইন আইটেমের দর প্রদান করতে হবে, যা সামগ্রিকভাবে সর্বমোট মূল্যের ভিত্তিতে মূল্যায়ন করা হবে।
২। দরপত্র ০৩ কপি প্রতিষ্ঠানের নিজস্ব প্যাডে Computer প্রিন্টে দাখিল করতে হবে।
৩। দরপত্রে উল্লেখিত মোট মূল্য অংকে ও কথায় লিখতে হবে। গানিতিক ক্রটির ক্ষেত্রে আইটেমের একক মূল্যকে মুল ভিত্তি ধরে শুধুমাত্র মোট মূল্য অথবা আইটেমের সংখ্যা সংশোধন করা হবে।
৪। আইটেম আসল, নতুন ও নৌবাহিনীর ব্যবহারের উপযোগী হতে হবে। আইটেম নৌবাহিনীর চাহিদা মোতাবেক না হলে নিজ খরচে ও নিজ দায়িত্বে বদলিয়ে পুনরায় কার্যদেশে উল্লেখিত সময়ের মধ্যে সরবরাহ করে দিতে হবে।
৫। আইটেমটি নির্দিষ্ট সময়ের মধ্যে সরবরাহে ব্যর্থতার জন্য প্রতি মাস বা তার ভগ্নাংশের জন্য চুক্তি মূল্যের উপর এফও- ০১/২০১৩ অনুচ্ছেদ -৩৬ মোতাবেক ক্রয়াদেশের মোট মূল্যের উপর প্রতিমাসে ১%- ২% হারে সর্বোচ্চ ১০% Liquidated Damage (LD) হিসেবে কর্তন করা হবে।
৬। ক্রয়াদেশ প্রদানের পর মালামাল সরবরাহে অপরাগতা প্রকাশ করলে এবং নির্দিষ্ট সময়সীমার পর মালামাল সরবরাহে ব্যর্থ সরবরাহকারীর এফ ও ০১/ ২০১৩ অনুচ্ছেদ -৩৭ মোতবেক মোট মূল্যের উপর সর্বোচ্চ ১০% জরিমানা আরোপ করা হবে।
৭। দরপত্র দাখিল করে দরপত্র খোলার পর বাতিল বা প্রত্যাহারের আবেদন করা হলে তা গ্রহণযোগ্য হবে না। সেক্ষেত্রে এফও -০১/২০১৩ অনুচ্ছেদ -৩৮ মোতাবেক মোট মূল্যের উপর সর্বোচ্চ ৫% জরিমানা আরোপ করা হবে।
৮। দরপত্র সম্পর্কিত যদি কোন Confusion থাকে, সে ক্ষেত্রে দরপত্র দাখিলের পূর্বে বিষয়টি সম্পর্কে নিশ্চিত করতে হবে এবং দরপত্র দাখিলের পরে এই সম্পর্কিত কোন আপত্তি গ্রহণযোগ্য হবে না।
৯। গৃহীত Tender Offer সমূহে কেবল সর্ব নিম্নদরদাতাই Purchase Order পাবেন তা নিশ্চিত হওয়ার অবকাশ নেই। আইটেমের গুনাগুন, দর, Sample এর মান, গ্রহনযোগ্যতা, চলতি বাজার দর ইত্যাদি বিষয় বিবেচনা করে Technical Evaluation Committee (TEC) এর মূল্যায়নই চুড়ান্ত হিসেবে বিবেচিত হবে।
১০। Invitation For Tender (IFT) এবং Tender Specification (প্রযোজ্য ক্ষেত্রে )এর সকল শর্তপূরণ না করলে দরপত্র বাতিল বলে গণ্য হবে।
১১। Tender এ অংশগ্রহণ করে পরবর্তীতে কোন কারণে কালো তালিকাভুক্ত হলে জরিমানার পাশাপাশি জামানত বাজেয়াপ্ত করা হবে।
১২। দরপত্র খোলার সময় আংশিক Sample দাখিল এবং বিলম্বে Sample প্রদান সংক্রান্ত আবেদন গ্রহণযোগ্য নয়। পূর্ণসংখ্যক Sample দাখিল না করলে দরপত্র বাতিল বলে গণ্য হবে। (প্রযোজ্য ক্ষেত্রে)
১৩। আইটেম অবশ্যই কার্যদিবস চলাকালীন ১৩৩০ ঘটিকার মধ্যে সরবরাহ করতে হবে। অত্র সংস্থায় ভারী মালামাল সরবরাহের ক্ষেত্রে সরবরাহের ০১ দিন পূর্বে অবশ্যই CR Section কে অবগত করতে হবে।
১৪। টেন্ডার খোলার দিনে সরবরাহকারী নিজে অথবা প্রতিনিধিগণ স্বশরীরে উপস্থিত থাকতে হবে। উপস্থিতির অভাবে কোন প্রশ্নের উত্তর না পাওয়ায় দরপত্র বাতিল হওয়ার সম্ভাবনা থাকবে।
১৫। বিদেশ থেকে Sample আনায়নের ক্ষেত্রে সরবরাহকারী নিজ দায়িত্বে সমুদ্র বন্দর/বিমানবন্দর হতে Sample খালাসের ব্যবস্থা করবেন। Sample খালাশ সংক্রান্ত কোন আবেদন গ্রহণযোগ্য নয়।
১৬। দরপত্রের সাথে প্রযোজ্য ক্ষেত্রে Specification অনুযায়ী OEM/OEM মনোনীত পরিবেশক কর্তৃক প্রদত্ত সনদসহ অন্যান্য সনদ ও ডকুমেন্ট সংযুক্ত করতে হবে।
১৭। কর্তৃপক্ষ যে কোন দরপত্র, কার্যাদেশ/ক্রয়াদেশ আংশিক/সম্পূর্ণ গ্রহণ অথবা বাতিল করার ক্ষমতা সংরক্ষণ করেন।
১৮। যে সব বিনির্দেশে ওয়ারেন্টি উল্লেখ থাকে না, সে ক্ষেত্রে ওয়ারেন্টি নৌ পরিদর্শন সংস্থা/কমিটি কর্তৃক গ্রহণযোগ্যতা প্রদানের তারিখ হতে ১ বছর অথবা বিনির্দেশ মোতাবেক ওয়ারেন্টি দরপত্রে উল্লেখ করতে হবে।
১৯। দরপত্রের Validity কমপক্ষে ৬০ দিন পর্যন্ত থাকতে হবে। অল্টারনেটিভ প্যাটার্ন নাম্বারে দর প্রস্তাব করা হলে, OEM কর্তৃক নোটিফিকেশনের প্রয়োজনীয় ডকুমেন্ট প্রদান করতে হবে।
২০। সকল দরপত্র প্রদানের ক্ষেত্রে নিম্নবর্ণিত তথ্যাদি অবশ্যই উল্লেখ করতে হবে।
(ক) Brand
(খ) Model
(গ) Name of Manufacturer
(ঘ) Country of manufacturer
(ঙ) Country of Origin
(চ) Source of Supply
(ছ) Specification অনুযায়ী OEM/OEM মনোনীত পরিবেশক কর্তৃক প্রদত্ত সনদ ও কারিগরি বিনির্দেশ।
২১। বিদেশ হতে আইটেম আনয়নের ক্ষেত্রে অথবা আমদানি শুল্ক ব্যাতিত মূল্য প্রদানের ক্ষেত্রে নিম্নবর্ণিত ডকুমেন্ট অবশ্যই প্রদান করতে হবে:
(ক) Membership certificate from recognized chamber/trade association.
(খ) Valid IRC/ERC issued from the office of the chief controller of imports and exports (CCI&E).
২২। National Board of Revenue (NBR) Memo No. 9(41) NBR/Cus-IV/72/246 Dated Dhaka the 10th April 1981 মোতাবেক বর্ণিত ডিফেন্স ষ্টোরস হিসেবে যে সকল আইটেম শুল্কমুক্ত আমদানি করা যাবে উল্লেখ রয়েছে, সে সকল আইটেম ব্যতিত অন্য কোন আইটেম Without Import duties(শুল্কমুক্ত) হিসেবে মূল্য উল্লেখ করা যাবে না।
২৩। বইসমূহ প্রকাশক কর্তৃক অরিজিনাল প্রিন্টেড হতে হবে। গুণগত নিম্নমানের এবং রিপ্রিন্ট গ্রহণযোগ্য হবে না।
২৪। বইসমূহের ISBN (International Standard Book Number) এবং ISSN (International Standard Serial Number) দরপত্রে (প্রযোজ্য ক্ষেত্রে) উল্লেখ করতে হবে।
২৫। বইসমূহ যথাসময়ে সরবরাহে ব্যর্থ হলে নৌবাহিনী একতরফাভাবে চুক্তি বাতিল এবং সরবরাহকারীকে নৌবাহিনীতে কালো তালিকাভূক্ত করা হবে।
